Yes CIA were up to their eyes in it, but their spying was farmed out to Five Eyes, London, Chris Steele, and all of the out of country rope a dope approaches, events, and activities, testimonials, all of it derived out of country.
That would normally be their pervue, international stuff.
It was the treasonous investigation plot hatched stateside that was dirty.
