It’s San Francisco. The answer is entirely obvious.
Make all of these closed businesses and open retail space into services for the homeless who are welcomed and encouraged by their city government.
Most of their citizenry will view this as a win. Soup kitchens, safe drug injection/smoking sites with medical personnel on hand, housing for the homeless, and all kinds of counseling services will be all over the place planting the seeds for utopia.
Sure, there will be no tax base, but most will feel pretty good about things and they can just raise taxes on the rest.
