The classified report to SecState, Treasury, AG, and the President is obviously currently available to them, conclusively with classified PROOF! The E.O. directs the Treasury to seize assets of the proven US and/foreign entities who promoted this Fraud. That is a lot of people/entities with frozen/seized assets— forfeited assets.
