I totally agree with your assessment. I bet the report was finalized and given to the President earlier. He is very aware what happened.
The public will be made aware of the report sometime after January 6th when it is announced the President has been reelected. And Biden will not be found anywhere.

There are the legislators of seven particular states who need to be shown the classified version, so they have the data by which to appoint the correct electors for the January 6th appointment in Congress. The DNI has the data, the proof. IT needs to be given to the Legislators immediately. We The People can accept it AFTER the correction has been made to the elector counts, when the arrests and property seizures are underway.
