Time for 42000 arrests. Until folks fear they will be caught and punished they will continue cheating.
The fact that 42,000 people had ballots cast for them twice, and 19,000 non-residents had ballots cast in their name, does NOT mean that those 61,000 voters cheated.
In a vast majority of cases, the voters themselves were innocent - their identities were stolen.
To demonstrate this concept, consider the 1500 dead people from Nevada that voted. Did they cheat? Obviously not. The cheaters were whoever illegally filled out the ballots and cast them in the dead people’s names.
The point is that the number of actual criminals to catch might be far, far smaller, and - more importantly - those handling registration lists, blank ballots, etc., and thus having an opportunity to enter these fraudulent ballots, would narrow the field of suspects considerably.
This would be easy to prosecute if there was any interest in doing so.
