To get an Emergency Use Authorization from the FDA for a vaccine - the targeted disease must not have any approved treatments. They could not let HCL become a treatment. That may have been the driver, so they got the Swamp to knock out these drugs, at the behest of Big Pharma, so they could fast track their vaccines. Or else it would have been years!
