The report could be written in such a way that it could say: “preliminary investigation suggests...” or something similar. The report could be classified (all or parts). They might make some of the report public. We will have to wait and see!

Just going off intuition here, but im guessing that @DNI_Ratcliffe is late because he is adding the SolarWinds hack to the report.
