UPDATE: ARIZONA, GEORGIA, & PENNSYLVANIA have all sent COMPLETING SLATES of electors in favor of Trump/Pence. This is in accordance with the US Constitution. Vice-President (President of Senate) has ability to make the final say on which electors to accept.

If VPOTUS makes the ruling, and both houses of Congress must vote to override his ruling, then Trump's second term is possible. His decision has a greater chance of standing if more Congressional elections are challenged for fraud.

Pending lawsuits and other legal procedures there is no President elect Biden until these are resolved. If not then it could be resolved by the New Congress on Jan 6 or if not that then it might still be settle by state electors by noon Jan 20

Nope, on Jan 6... Federal statute gives a path(suggestion) to resolve two submitted slates submitted without contest to the slate ascertained with the Governors seal.
But if the slates are contested... the supreme law of the constitution ultimately gives plenary authority to congress and the president of the Senate, Pence, to decide which EC delegate slate will be counted.
