So I guess this is the swing state legislatures’ way of punting the ball. They don’t want the responsibility of certifying the election for Trump and sending only Trump electors, but they’re also not comfortable giving it away to Biden, so they’ve chosen two slates of electors and will let Congress sort it out. Does that sound about right?
