VP Pence doesn’t have the authority to reject states. Only Congress does and that would require both chambers agreeing to do so. All VP Pence does is preside over the counting of the votes and announces the results.
I have heard differently- that he does have that authority. But I could be wrong.

That interpretation of the law is not settled. It is agreed that if both the House and Senate decide to count a disputed vote, it is to be counted. Some argue that if either the House or Senate reject the vote, the President of the Senate (Pence) casts the deciding vote.
