I dunno if its a balloon, looks like pretty high altitude. Having said that, it certainly could be just about anything.
Having said THAT....it is by definition a ufo since it hasn’t been identified, but that is a long way from an intelligently controlled extraterrestrial craft.
The fact that the pilot didn’t bother to report it or investigate it tells me it’s a big nothing.
