While I did roll my eyes when I read this, I don’t find the overall concept so farfetched. I think any advanced technological civilization would have to have some equivalent for what we label a “contract” or “treaty”. Ditto with laws, rules and regulations. The only exception might be if they were a race with a Hive-mind.
