OK, gotcha. I do understand that the constitution can be amended. But it takes overwhelming agreement to amend, or at least it’s supposed to. The derps have rammed through some fairly shady ones. Bills of Attainder, which is essentially proscription, essentially outlawing designated individuals, would be a pretty hard sell I think, though I see your point. Seems to me it could be done more easily under existing laws and executive orders like the one about human trafficking asset forfeiture.
