I’ve read that prosecutors work from the bottom up, getting convictions as they go so by the time they get to the upper level (e.g., Newsom) they bring to trial convictions on numerous people reporting to the uppper level. Having proving a ring of corruption exists and gotten convictions on foot soldiers, it’s then more compelling to juries when the prosecutor proves the hierarchical structure means the convicted report to and do the bidding of the upper level.
That could be a scenario...but with califonia kool aid drinkers and jurors and corrupt bribed lawyers and judges this may not come to pass.
