However I would back up your start date to the Clinton administration and the Janet Reno DOJ. I believe this was the beginning of the corruption, then furthered by Bush, then maximized by obama. Think Richard Jewell and Waco.

A person could even back it up to the Bush-1 presidency, where under this former CIA director we had Ruby Ridge. If the CIA has been a key player in the swamp’s creation, then it’s almost certain Bush-1 laid some of the ground work for what we have today.
