Kind of makes sense. I’m not sure it’s fair to call just an arrest a “criminal record.” Innocent until proven guilty and all that.

I agree. Your typical job application asks, “Have you ever been CONVICETED [emphasis mine] of a felony?” How did merely being arrested become the equivalent of being convicted of a felony. If that really be the whole story, I wish this woman the best of luck.

Article states she wasn’t even charged after arrest.

If no one will hire someone who was arrested, it’s welfare or a life of crime for that person.
