I am a life long accounting person.

I have done books for 2 different food establishments.

There is NO way the bank would not process that credit card amount-—

IF there were any questions, the restaurant manager would be able to verify it was correct, as would the card holder.

With the prices in many places, a $2000 credit card charge should not have been handled in this way.

The waitress got the tip-——NOT the business owner.

And, there is no way for the credit card company to know whether the amount is correct or not. From their perspective, the $2,069 charge (or whatever it was) could have been from a party room event, some high-priced wine, catering, etc.

Do you mean the bank would unconditionally give the merchant $2000 from the credit card holder’s account. I just don’t understand that statement.
