Can a President “blanket” pardon with no crime accused?

Can a President issue a blanket pardon for crimes which may have been committed. The obvious answer is YES, Ford pardoned Nixon when there were no charges pending. Now, can a President pardon himself ? No law that I know of limits this but as far as I know it has never been litigated or brought before the Supreme Court.
