I found something interesting on Twatter, of all places, which appears to counter the claim that 1.8 million ballots went out for the general election, but 2.5 million were returned.

According to this tweet, the 1.8 million ballots were sent out for the PA GOP primary. However, 3.0 million ballots were sent out for the general election.

Does that imply that PA has 1.8 million Republicans and only 1.2 million democRATs? 1.8+1.2=3.0 That does not seem right. I would expect slightly more D than R.
