The article that you referenced indicates that PA received about 2.5 million mail-in ballots. This appears to be consistent with the figure in the present post.

yes but look at the break down 600k were GOP ballots and 1.8 were democrats the same break down that was presented as 1.6 sent out and 2.5 received. It seems that the numbers were twisted around. If this were true it would be on all kinds of sites and when you google it you don't find that to be true. I think we are being lied to. I hope it is politico that is lying, but I am afraid not.
