Maybe just a error in reporting, but a USB “card” and a USB thumb drive are not the same thing. A USB Card is an PCIE interface, and a Drive is a storage memory device.

Keep in mind that the ballot counters are bottom tier party operatives. To them and most non-tech computer/device users the photo illustrates what they call a USB card. They know about SIM cards for mobile phones...all same, same to them.
