Morality trumps legality. He showed the US was well on the way of being like the Soviet Union. He was more of a whistle blower than a revealer of state secrets.

Snowden should be given immunity on the condition of being a material witness/state’s evidence for the prosecution. He would have to be under protective custody though. Either Andrews or Fort Belvoir. His testimony would be devastating to the Deep State.
