PA is a big place. many hospitals. some better than others. one opinion, informed and expert though I am sure it is, doesn’t provide all of the proper context.

back to the text in question: I would have had no problem if there had been a flat statement of fact; “hospital capacity is at xx%, up from xx% from last week”, or “hospital (or ICU) occupancy is up xx% in the past week”.

Or even “capacity is approaching xx% in some areas”.

once again, mass communication of accurate information is something only a fascist would argue with. don’t commit fascism in our war against fascists.

I still have an issue because it’s not in keeping with the original intent of EAS per the statute. That sort of thing belongs in a Health Dept. press release.
