Let’s give the CIA/NSA some credit, if they were going to hack an election, there are very few who would be able to tie it back to them. They operate through layers, intended to offer them plausible deniability. After all, the CIA managed to hack into Iran’s centrifuge computer systems by embedding malware in microprocessors that were being sent to Iran. It would be child’s play for the alphabet agencies to hack the voting machines and swing the election. It sends a message to current politicians to not cross their path, because they can, and will, take you down.

They didn’t embed the Stuxnet into the systems when they were built. It was introduced by the Iranians when they used unsecure items especially flash drives.
