That's actually not the case. The signature only appears on the mailing envelope, not the ballot itself. Once the ballot is removed from the security envelope and mixed with other ballots, there's no way to determine if or that there was any signature, let alone one matching a voter.
So all that would be required would be to mix illegally-completed ballots in with "real" ballots, and then run them through the scanners.
