From some quick research, they have to back the Allegation up with evidence. Tomorrow should be very interesting.

Actually, the allegations of the Pharisees in the Sanhedrin were Biblical. Of course, Jesus lost at trial, but the appeal to the Highest Court went pretty well.
In federal court, you do not need evidence to file a lawsuit, but the Complaint must contain a fairly detailed statement of the facts you are alleging. If the Complaint alleges fraud, you need even more detailed factual allegations (names, dates, places, etc.).
But in these circumstances, it's not enough to just file a Complaint. To stop certification of the vote, you need to move for a Temporary Restraining Order, which does require, at a minimum, enough evidence to show that you are "likely to succeed" in the lawsuit.
