In my house, any flat surface collects stuff the fastest.
But that's because 1,316,680,000,000,000,000,000,000 lbs of Earth is pulling it down. Even then a Swiffer weighing an ounce or so can attract it away from the flat surface.
At some point static cling clumps enough dust together so that the mass is great enough to start its own woolgathering...
