I believe RMN (who was at Dealey Plaza that day) disclosed to DJT that the assassination was Director of Central Intelligence Allen Dulles' decision and that he put GHWB in charge. GHWB's experience with and control over the crew (including LHO and Jack Ruby) that worked the Bay of Pigs operation (who felt particularly at odds with JFK's handling thereof) was core to the hit.

The murderous and totally corrupt LBJ was eager to be president. Attendees of the meeting at the Clint Murchison home the night before (11/21/63) determined the compensation ($50k each, IIRC) to be given to the many (6-8) shooters.

The "cowboy manner" in which so many screw-ups and loose ends (LHO, Tippet, autopsy, (CIA asset) Zapruder film) were tied-off and covered up is a testimony to the "wizardry" of the CIA.
