Wesley Clark was the commanding officer of the first cav on fort hood during the branch davidians. He sent an order down to get military equipment loaded for deployment to Waco. I was tasked with getting ready, and loading a CEV (combat engineer vehicle). It was loaded and on the ready at our front gate.
Then, he sent word to stand down because the use of active duty troops and equipment was unconstitutional. The CEV that crashed the wall was a national guard one. So, how exactly did he get around the Posse Comitatus?
Doesn’t this muddy the posse Comitatus waters?
Would it tie the hands of civilian ops now that they answer to DOD?
