So why isn’t all this in a lawsuit before the courts if it is so great? I think that was the original point. The lawyerd are not using this information in a lawsuit or if it has, it has not convinced a judge he yet.

My guess is that you're not a lawyer. Well, neither am I.
So -- neither of us knows what it takes to put together a case -- especially with hundreds of evidence exhibits from dozens of different types of fraud -- from tens of States & municipalities.
But, I do know this: I'm pretty good at putting together visual presentations -- and, I'm still struggling to zero in on a dozen or less different classes of fraud from all the different types that have been documented.
But, if you're smart enough to structure some bulletproof cases (or even to document and illustrate some of the fraud for presentation as evidence) I expect your contribution would be appreciated...)
