Because some states have run offs if 5% not reached?

I seem to recall them saying the software could flip up to 3% of the votes from one candidate to the other. That would amount to a 6% adjustment. I’m just guessing here.

Yes, oddly specific. Might have something to do with some of the vote adjusting algorithms.
