No, it is the House of Reps, each state gets a vote. Senators each get a vote for the Veep.

If no one gets to 270, the HOR elects the President, the Senate the VP. If states don’t have their elections right the the state legislature will appoint the elector slate. No way a state isn’t going to have electors. If not and it goes to the HOR then those states that have reps elected, vote. If a state disallows its vote, then no reps until special election, there will be and governors will have to appoint/elect senators in accordance with State law as to party etc.
Ain’t seeing it that way. If states certify this fraud, then SCOTUS will make the call and state legislators will provide the elector slate.
