Barr can order Wray to conduct investigations, but he doesn’t have operational control over the officers selected or the instructions they are given. He has his hands full at the DOJ. Barr can call him in and yell at him, but he can’t walk into the FBI HQ and take over. He needs a director that is working for the same goals. And Wray is not. So the FBI is pretty worthless in this important battle.
Did you see the redacted document the FBI produced today in response to a direct order to produce something to judicial watch? It was nothing but redactions. Wray is still pulling his crap.
Barr himself is under suspicion. He has accomplished very little, and has seemed most interested in protecting the institutional interests of the DOJ. He is better than Sessions, and he brought Mueller under control, and arranged the dismissal of the Flynn cases. Those were easy; much more important was to have a Civil Rights division sent to every BLM and Antifa city, arrest them by the thousands, have teams of people in every Dem vote theft city by the morning after, and grand juries impaneled in all those cities. I would have done those things. Did he? (Answer: No).
