I think the Doj and military step in due to overwhelming evidence of treason and espionage.

And they sweep up all the looters, vandals, and activists, round up all the recently released convicts and restore law and order for normal people. Shut down the RATagandists and start broadcasting the truth on emergency channels and shortwave.
