Georgia did the same thing as Philadelphia. They denied the observers the proper distance to monitor the count. One big thing is the authenticating of the signatures and the rejection of ballots without signatures on the return envelope. The verification of such a screening process is a major requirement. It is done to prevent ballot stuffing. Because of this violation of election verification rules, this recount should be null and void.
