It appears that Scytl is a seperate company, originally based out of Barcelona, but now headquartered in Frankfurt.

My understanding, which could be wrong, is that Scytl is still in Spain, but uses cloud servers that are physically in Frankfurt Germany.
Oh, and Dominion is a Canadian company, iirc.
