This is what they did in PA and Trump’s team won that lawsuit.

We are allowed an unlimited number of observers but they must remain outside the yellow tape line.
Lawsuit by Trump team on this one even though they have started recount?
If SOS and not legislators then seems similar to Pa.
Also language in you link shows ability to match signatures if not done and documented then the whole thing should be challenged.
Also I haven’t seen any other state certify so what’s Georgia’s rush other than to potentially taint senate elections and set up steal pattern for that one
