Yes, it is suspicious. The Trump campaign say they have affidavits (first-hand witnesses) that thousands of ballots were brought in and scanned with not a Trump vote visible among them.
No, despite what clearly would constitute probable cause of fraud there are no law enforcement investigations that I am aware of.
