McC tells Trump who the Senate will confirm and who cannot be confirmed, thus tying POTUS’ hands on potential nominations. As with the CIA and FBI (and Sec Def too), McC gave the blessing for Haspel and Wray and vetoed others that Trump might have preferred but could not have.
