I don’t think it has anything to do with Hammer and Scorecard.
It is a very small group within the government that wields those powers. I doubt very much people like Chris Wray or Gina Haspel are even told about it. Their job is to protect the institution from scrutiny and accountability.
Making her visit public sounds like part of a plan - whether good or bad who knows?
She could have had discussions with him in many ways or places that didn’t draw the media’s attention
