No unsolicited mail out of ballots. Only secure absentee ballots. Also, the voting prior to the elections needs to be minimal, the longer the time, the more harvesting opportunity.

Absentee ballots should NEVER be mailed. If you know you won't be in town, you go to the courthouse with ID and pick one up after the ballots are printed.

Also, the Department of Defense should be their own precinct with all voted tallied and guarded 24/7 and flown in under arms so no one can throw them away.
