"The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States"

Article II of the constitution which explains how the slate of electors are transmitted by each state's legislature to Congress, which must be done on 14 Dec this year.

If a State does not make the deadline, their electors cannot vote and if a candidate does not get the majority of electors the vote is then chosen by state legislatures, in which the Republicans have the majority.

I thought the majority wins in congress regardless of the 270. What I am interested in is how is the contested electors dealt with in the joint session of congress. Say PA is contested, who are the votes determined?
