Article II of the constitution which explains how the slate of electors are transmitted by each state's legislature to Congress, which must be done on 14 Dec this year.
If a State does not make the deadline, their electors cannot vote and if a candidate does not get the majority of electors the vote is then chosen by state legislatures, in which the Republicans have the majority.
I thought the majority wins in congress regardless of the 270. What I am interested in is how is the contested electors dealt with in the joint session of congress. Say PA is contested, who are the votes determined?
