The state legislatures are in charge of the election of Presidential electors. The govs don’t have a say, when push comes to shove.

If the legislature and governor can’t agree, the governor’s best case scenario is their votes don’t end up counting at all. The governor’s worst case is SCOTUS confirms that nobody but nobody can tell a state legislature what to do with its EVs.”
