I appreciate that. I am speaking in the legal sense in the context of discrimination. There needs to be a federal path to address the constitution assignment of election methods to state legislatures. If the state’s practice has the effect of depriving a protect class member of rights, even if it is neutral in application, may be unconstitutional.
