You can't have that many people involved in overwhelming fraud like this, and not have individuals who will immediately crack, and give up the goods.

That would work better if the weaker culprits feared investigation , indictments, conviction, jail time and pension loss.
Otherwise they will keep their mouths shut. -Tom
