If you listen to the full video your questions are answered. Yes. He is acting as though Trump won and they have deployed legal teams to catch the fraud and fraudsters. The lawyers in several states are filing lawsuits and as Bannon said, time is on our side. If there is no absolute final outcome by several deadlines that come up in December then it can go to the local legislature (all of which are republicans) or potentially go to the U.S. House where each state only gets a single vote (which is also overwhelmingly Republican).
This is much like 2000 in Bush/Gore — except this time around it is several dem states and it looks like fraud is at work.
It was weeks before 2000 was finally resolved by the Supreme Court then. We may be headed there again.
