Do they handle absentee/early voting by precinct or are those in a separate pile and the precinct count is only for election day in-person voting?

The NC page listed above had 5,466,828 votes for president out of 5,487,252 ballots, or 20,424 missing votes. Maybe some people only care about dog catcher on the ballot, or just can't vote for either Trump or Biden.
