According the FiveThirtyEight.com, they're almost all absentee ballots from Green Bay, which apparently had a problem with voting machine ink.
FiveThirtyEight is also reporting that Trump's lead in MI is now dwindling - down to 70,000 currently with more mail ballots to be counted from blue areas. Lots of negative news at the moment.
