how long does it take to send out a signal to Voyager 2? And for the signal to return?

(12 billion miles / speed of light (186,282 miles/sec)) / 3600 seconds per hour gives ...

a little under 18 hours one way.

Beat me to it. 17.92 hours. The signal must be incredibly weak and not to just detect it but actually get usable data from it - quite an accomplishment.
