Were the ballots with their nifty watermark by any chance manufactured in China?
Because that would really make it convenient. (But is not necessary)
Counterfeiting is a basic weapon of warfare, including currencies and any other official documents. I’m pretty sure every nation uses this technique of aggression, if they have the capability, including the U.S. and U.K. (in Iraq for example), and of course Russia and China in a big way.
Ballots would doubtless be an easier con than currencies, because there are a lot of security features and systems in place to protect U.S. currency ... but these ballots are evidently just ripped open by volunteers or low-paid temps.

The one where he was discussing how China had a list of which governors were favorable to them?
I am wondering how many of the rat states in question are on that list....
